Maps in the comics have confirmed this, and so have creators, although Gotham was modeled of NYC at night, and metropolis in the day(or uptown for metro and downtown for Gotham, although this is the 1960-80 explanation, and not used anymore) they are only modeled off these areas visually currently, and are located where I said they are currently! Most notably Batman V Superman had them as twin cities across the bay. The Batman wikia has a modified google map placing Gotham in Great Bay, just north of Brigantine (and Atlantic City), New Jersey
